A TRANSITION TO A LONGER-TERM HOUSING SOLUTION

PROJECT RETURN AT SUSIE’S HOUSE is currently undergoing building improvements and program modifications. When completed, the home will be a fully integrated Congregate Housing Program operated by Homes with Hope. Focused solely on the needs of homeless women, the program will provide a safe and supportive environment in which residents will embark on individual paths toward self-sufficiency. The program will offer a minimum one-year lease with case management services for six women. The program will prioritize homeless young women aged 18 to 24.

PROGRAM DETAILS

In October 2022, the Town of Westport agreed on an affordable housing investment plan to deed restrict a town-owned property for outside use. Project Return at Susie’s House located on Compo Road North previously served young women in need of emergency shelter. Once renovated the program will provide a Single Room Occupancy (SRO) model for homeless women. The home will include six en-suite bedrooms with a communal kitchen and living space. Residents will stay in the program for at least one year, allowing them to develop and implement their goals with the guidance of a case manager, leading them to establish more self-sufficient, successful lives.

REASON TO TRANSITION FROM AN EMERGENCY SHELTER TO THE SRO MODEL

The demand for Project Return’s emergency shelter services declined over time due to:

  1. The number of young women in need of emergency shelter decreased annually because of an increase in YHDP Funding

  2. Data showed that young people feel more comfortable in their own neighborhoods, which resulted in them not choosing the Westport shelter

YHDP (Youth Homelessness Demonstration Program) Funding – this national program has seen many young women successfully diverted from the emergency shelter system. The coordinated strategy ensures outreach and engagement and is designed to address and reduce the number of homeless young adults. Homes with Hope has received funding for Rapid Rehousing (RRH), Outreach and Diversion to further prevent emergency shelter use.

RENOVATIONS TO SUSIE’S HOUSE WILL INCLUDE

  • Four en-suite bedrooms on the second floor

  • Two en-suite bedrooms on the first floor

  • An office space on the third floor

  • A ramp will be installed in compliance with ADA requirements

  • The house will be repainted, and new flooring will be installed

  • Central air conditioning is an upgrade option under consideration

  • The opening of the new program is planned for January 2024
